Drilon’s pork barrel scam

One month after the P70-million Iloilo Esplanade was inaugurated on Aug. 18, 2012, its patron Senate President Franklin Drilon put his own “icing on the cake” by releasing P13.5 million from his PDAF.
Part of that money — P6.4 million — was earmarked for a “manual irrigation system” for the Esplanade plants.
The project is fraught with anomalies, with the centerpiece “manual irrigation system” found to be nothing but a kilometer-long 3/4 inch PVC pipe with no valves or faucets. No water is delivered to the plants.

Drilon didn’t bother to build a decent rest room facility on the Iloilo Esplanade, but he wasted public funds on a cheap water pipe system that can’t even provide water. The total for his “irrigation” is P6.4 million, which could have been put to better use to irrigate ricelands.
